1. INTRODUCTION
1.1 This MDI will be effective immediately.
1.2 The crossing of taxiways is inherently dangerous. The purpose of
this MDI is to describe the three types of taxiway
crossings in use at Gatwick Airport, thereby making drivers
aware of the conditions of use and reducing the risk of associated
incidents.
2. CONTROLLED TAXIWAY CROSSINGS
2.1 Controlled Taxiway Crossings are delineated by:-
Continuous black and white chequered lines at each side of the
road.
Traffic lights - two red lights flash alternately for 'STOP',
one steady green light for 'GO'.
Warning signs.
Red stop bars on the taxiway either side of the crossing.
An audio warning sounds when the lights are red.
2.2 There are 3 controlled taxiway crossings which are at the
following locations;
On taxiway Lima, located East of Stand 49 to give access to and
from Stands 41 to 43.
On taxiway Quebec and Romeo, from Control Tower Road to a point
between Stands 136 and 145.
On November and Papa, from the western end of Pier 2 to Stand
140. (Note: vehicles using this crossing must join and vacate on
the eastern side using the Pier 2 Inner Road.)
2.3 Use of Controlled Taxiway Crossings
2.31 An operator in the Control tower controls each crossing point,
and is able to monitor the crossing visually by closed
circuit TV and Ground Movement Radar.(GMR)
2.4 Precautions for Drivers Using Controlled Taxiway Crossings
All vehicles must stop when the crossing lights are at red.
Cross only when the lights are green.
Drivers must stop at the edge of the crossing and make a visual
left and right check along the taxiway, to ensure the taxiway is
not in use and no aircraft are in the process of pushing from
adjacent stands, before crossing.
Having started to cross, continue all the way if safe to do so,
even though you may have heard the audio warning start.
Extra vigilance must be taken at Taxiway Quebec / Romeo and November
/ Papa due to the crossing of two taxiways .
3. SEMI-CONTROLLED TAXIWAY CROSSINGS.
3.1 Semi-Controlled Taxiway crossings are delineated by:-
Continuous black and white chequered lines at each side of the
road.
Warning lights, 2 alternate flashing amber lights at each side
of an illuminated sign 'Warning Give Way to Aircraft'.
Drivers must stop at the edge of the crossing and make a visual
left and right check along the taxiway, to ensure the taxiway is
not in use and no aircraft are in the process of pushing from
adjacent stands, before crossing.
Drivers must avoid jet blast by not crossing immediately behind
an aircraft.
Special care must be taken to ensure that none of the aircraft
on stands adjoining the crossing are about to push-back,
aircraft have the right of way.
The responsibility is on the driver to ensure that the taxiway
is clear of aircraft or emergency vehicles before using a
semi-controlled crossing.
3.2 In the event of LOW VISIBILITY PROCEDURES coming into force the
following will apply:-
The illuminated sign and amber flashing lights may be turned
'OFF' and the crossing reverts to a CONTROLLED CROSSING with
the use of traffic lights - two red lights flash alternately for
'STOP' and one steady green light when it is clear to 'GO'
3.3 Under certain other operational conditions these Semi-controlled
may be operated in "Controlled" mode. At such times the
red/green traffic lights must be obeyed.
3.4 There are 3 semi-controlled taxiway crossings which are at the
following locations:-
Taxiway Lima, between stands 551/54 at the North Terminal and
Stands 113/101 on Pier 6.
Taxiway Kilo, between Stand 105/106 at Pier 6 and stands
131/132.
Taxiway Sierra, North of Stand 177 and Stand 176 abeam the Tower
Access Security Gate.
4. UNCONTROLLED TAXIWAY CROSSINGS
4.1 An uncontrolled taxiway crossing is delineated by:-
The word 'STOP' painted on the airside roads at the approach to
the crossing.
Broken white lines across the Taxiway.
Note: Uncontrolled crossings have no traffic lights and no audio
warning. It is essential that all drivers take the greatest possible
care when using these crossings
4.2 There is 1 uncontrolled taxiway crossing, which is located at;
Taxiway Quebec, between the interstand clearways of stands 62/63
and the north side of stand 65.
4.3 Use of Uncontrolled Taxiway Crossings
ATC clearance to use the uncontrolled Taxiway crossing is not
required.
4.4 In the event of LOW VISIBILITY PROCEDURES coming into force (or
in the event of snow) the following will apply:-
At the discretion of the GAL Airside Service Delivery Leader
the crossing may remain open.
When closed the crossings will be physically closed off with
barriers to prevent their use.
4.5 All types of vehicles are permitted to use the crossing with the
exception of vehicles carrying fare-paying passengers,
unless they are specifically insured to do so.
4.6 Precautions for drivers using uncontrolled taxiway crossings
Drivers must stop at the edge of the crossing and make a visual
left and right check along the taxiway, to ensure the taxiway is
not in use and no aircraft are in the process of pushing from
adjacent stands, before crossing.
No vehicles may enter the taxiway crossing until any such
aircraft have moved away.
Drivers must avoid jet blast by not crossing immediately behind
an aircraft.
Special care must be exercised when using the crossing at night.
Where the crossing rejoins the airside road, extra care must be
taken by drivers exiting the crossing and rejoining the road, and
by drivers travelling along the road adjacent to the junction
with the crossing, who would give way to those exiting the
crossing.
5. PRECAUTIONS FOR ALL TAXIWAY CROSSINGS
Drivers must give way to aircraft and aircraft under tow at all
times
All cargo, baggage and other articles must be secured to the
carrying vehicle or trailer so they cannot fall off.
Drivers must remove any item found on the crossing whether it
has come from their vehicle or any other vehicle. GAL Airfield
Operations (Ext 693090/ 01293 503090) must be informed
immediately if an item is too big to move. See MDI entitled
"Foreign Objects on the Movement Area".
No overtaking of vehicles or equipment whilst using any taxiway
crossing is permitted.
Vehicles should ensure prior to crossing that the exit route on
the far side of the crossing is not blocked.
Consideration should be given regarding following slow moving
vehicles.
In the event of any vehicle becoming unserviceable whilst using
the crossing the driver must immediately contact GAL Airfield
Operations (Ext 693090/ 01293 503090).
Manoeuvring Area vehicles (with the exception of emergency
service vehicles proceeding to an emergency under blue lights)
proceeding along the taxiway through a crossing must give way to
vehicle traffic using any type of crossing at all times.
6. CROSSING IN FRONT OF A PUSHED/ PUSHING AIRCRAFT
6.1 Special care must be exercised when crossing in front of a
pushing/ pushed aircraft. It may be possible to cross
under certain circumstances but it is the drivers responsibly to
ensure that at no time is the movement of the aircraft
impeded.
7. JET BLAST
7.1 When passing behind taxiing aircraft, care must be taken with
regard to jet blast. As a general rule the clearance given
behind the aircraft should be least 2 lengths of the relevant
aircraft.
8. COMPLIANCE
8.1 GAL Airfield Operations will carry out apron patrols to ensure
the actions required by this instruction are carried out.
8.2 Any contravention of the conditions contained in this MDI may
lead to action being taken against the driver as per the
Airside Driving Penalty Points MDI.
